An Integrated Care Board (ICB) is a statutory NHS organisation in England responsible for planning and commissioning health services for a defined geography. ICBs replaced Clinical Commissioning Groups (CCGs) in July 2022 under the Health and Care Act 2022 and form part of an Integrated Care System (ICS) alongside Integrated Care Partnerships (ICPs).
Integrated Care Boards came into existence on 1 July 2022, replacing Clinical Commissioning Groups (CCGs) under the Health and Care Act 2022. There are 42 ICBs in England, each responsible for the planning and commissioning of NHS services for a defined geography that typically covers between one and three million people.
Each ICB sits within an Integrated Care System (ICS), which also includes an Integrated Care Partnership (ICP) — a broader committee bringing together local government, the NHS, and other partners with an interest in health and care. The ICB is the part of the ICS that holds the NHS budget and is accountable to NHS England.
ICBs are responsible for commissioning most NHS services for their population, including primary care, community services, mental health, hospital care, and continuing healthcare. They also work with PCNs and providers on workforce planning, quality improvement, and population health management.
An Integrated Care System (ICS) is the broader partnership that includes the NHS, local government, and other partners. The Integrated Care Board (ICB) is the statutory NHS body within the ICS that holds the budget and is accountable for commissioning NHS services.
Clinical Commissioning Groups (CCGs) were replaced by Integrated Care Boards (ICBs) on 1 July 2022 under the Health and Care Act 2022. There are 42 ICBs in England, generally larger than the CCGs they replaced.
